Methodology & sources
- Report basis. Every figure on this page comes from the SBA’s official 7(a) and 504 Approvals by Congressional District report, FY2025 vintage, as of September 30, 2025. Each annual vintage of that report carries a rolling five-year window restated onto the congressional map in force at publication. This is a different report basis from the Lender Detail reports behind our lender growth page; program totals differ slightly between the two.
- Redistricting restatements. Congressional maps were redrawn for the 2022 elections and again in several states for 2024, and each report vintage restates prior years onto its current map: 67 districts’ FY2021 7(a) figures in the FY2025 report differ from what the FY2022-vintage report originally published for the same district label. History on this page follows the district lines as they exist now, not as they existed then.
- Growth window. FY2021 → FY2025 growth uses the FY2025 report’s own five-year columns — a single, internally consistent current-map basis — and is never stitched across report vintages, so redistricting cannot masquerade as growth.
- At-large reporting artifacts. A few states with a single at-large district (reported as “XX - 00”) also show a near-zero “XX - 01” row in the official report — e.g. SD - 01 beside SD - 00 — and the inverse appears too: a near-zero “XX - 00” row beside a state’s real numbered districts, as with AZ - 00. We flag both patterns the same way, by comparing each row’s all-year loan total against its largest in-state counterpart. These ghost rows are reporting artifacts, not districts: of the 446 district rows in the FY2025 report, 7 are flagged this way and excluded from every leaderboard and from the 439-district tracked count, and the district search shows them flagged as reporting artifacts rather than silently merging or hiding them.
- Microloan is state-level only. The SBA reports Microloan approvals by state, not by congressional district, so the microloan table above ranks states and no district-level microloan figures exist on this page.
- Approved dollars, not disbursements. Figures are SBA-approved loan counts and dollars as reported. Approvals are a proxy for lending activity — some approved loans are later canceled or never fully disbursed.
